Just had a good experience with the honorary consul at Stuttgart. They have a website at www.thaikonsulat.de that contains simple explanations about the different kinds of visas to obtain and downloadable forms. You fill and print it out and send with a photograph, airline ticket, passport, payment for the visa in cash and a return envelope by registered letter to the consul. one week later you have your papers.
